Olivier Alais offers broad experience in assessing, planning, designing and deploying digital applications, including a national digital ID system and a health micro insurance program. He has also helped deploy National Research Education Networks (NREN) and an Open Source Software policy, with realated experience in Burkina Faso, Comoros, Mauritius and Somalia as well as in India, Indonesia and Thailand. Olivier has also served as a Fellow at the Berkman Klein Center for Internet Society at Harvard University.

Luis Alberto Bonifaz has previously served as General Manager of Peru's Telecommunications Investment Fund (FITEL) and has managed two alternative energy projects from the permitting stage to their $300 million financial closings.  He has also consulted on numerous universal service programs and has been a manager at OSIPTEL, Peru’s regulator.  On the consulting side, he brings experience from numerous countries in Africa as well as Latin America.

Nelly Dolidze is an international development professional with more than 20 years of work experience in the evaluation and formulation of digital and other development projects. She also brings extensive familiarity with the government and market contexts of such initiatives in Eurasia, Central Asia, the Caribbean and other regions. In the process, she has also focused on human capacity, public policy, infrastructure, health care, and gender equality aspects, while advising the European Commission, the World Bank and other multilaterals.

David Hartshorn is a satellite communications specialist with 25 years of related experience in numerous African and Asian countries. He has focused on system and service deployment while also addressing digital solutions for agriculture, enterprises, healthcare, smart cities, transportation entities and utilities. In the process, he has led Geeks Without Frontiers as well as held advisory positions with the FCC, the UN Emergency Telecommunications Cluster, USAID and other entities. He has also worked with several technology providers, including CISCO and Microsoft.

Francisca Omunga specializes in regulatory economics with a focus on mobile services and mobile money as well as cable TV.  She served as Chief Regulatory Officer at Triple Play operator, Wananchi, and as Regulatory Manager at both Airtel Kenya and Safaricom.  She holds an M.A. and B.A. (Economics) from the University of Nairobi and has completed the Team Leadership course at Harvard Business School.

Mohammed Saikh SY was formerly the COO at Chaka Computer in Senegal, where he led several electronic banking initiatives. He has since managed consulting engagements covering a wide range of digital (banking, credit cards, digital IDs, etc.) and ICT domains across West Africa, including in Burkina Faso, Cameroon, Cote d'Ivoire, Gabon, Ghana, Mali, Morocco, Mauritania, Niger and Tunisia. He has also conducted multiple consultancies in Senegal, including co-managing the development of its strategy for a digital economy.
